A hydro cephalic dwarf, Billy is co-founder of Conjectural Technologies with Pete White. Indicative of his nature, he goes by the moniker "boy genius" even though he is an adult. He also is something of a hopeless romantic, keeping his virginity until that special someone comes along, as was mentioned in Escape To The House of Mummies. Rounding out his unique appearance, Billy also has one eye and an artificial left arm that is highly mechanized and capable of letting him perform delicate surgery (Are You There God, It's Me Dean).

Currently, what Conjectural Technologies is and what is does is unknown. But their offices are also where they live. One known goal for them is that both men would like to have an arch villain, preferably female (Tag Sale - You're It). In preparation for that event, Billy has already designed his "Quizboy costume".

In their friendship, Billy also tends to take the role of the more serious one, paying attention to the business, bills and dinner. Pete is more inclined to play computer games. Yet this unlikely duo does seem to get by in the world... so far.

[edit] Early Life

As seen in (The Invisible Hand of Fate) Billy was a candidate in Pete's quiz show years earlier. Pete rigged the quiz show that Billy always won. When one of the other candidates found out that Billy was cheating, he and Pete left on a motorcycle and and made a living by participating in underground quiz shows. Billy accidentally ended up in a dog fight and got his left hand bitten off by his opponent. After Billy had an argument with Pete he decided to go his own way.

Shortly after that the OSI found him and replaced his left arm with a mechanical one. He also met Brock Samson and Colonel Hunter Gathers, who enrolled him in a college for freaks as an undercover agent. His task was to find out if one of the professors was a recruiter for the Guild of Calamitous Intend. The professor made him his graduate assistant after Billy's roommate, the previous graduate assistant was found dead. The professor turned out to have crippled arms and legs due to a birth defect, which he was hiding in prosthetics. He built a machine to make his limbs to grow to a normal size and had Billy operate the machine. But something went wrong and the machine turned the professor into phantom limb and also Billy's eyeball got sucked out.
